Establishment of the Ad Hoc Committee on Reform of Scholarly Information Distribution

1. Objective

This Committee considers the issues, for example construction of new model for the contract of scholarly and electronic journals, and reform of scholarly information distribution in order to collect, supply and preserve scholarly information, such as scholarly and electronic journals, uninterruptedly and stably.

2. Tasks

1. Response to the issues of collecting and introducing scholarly and electronic journals.
   • Construction of new model for the contract of e-journals, and discussion with publisher
   • Examination of the contract of e-journals and e-books among the member libraries
2. Examination and investigation about the reform of Scholarly Information Distribution
   • Examination about the reform of scholarly information distribution, such as open access
   • Examination about the role of university and university library within scholarly information distribution
3. Cooperation and collaboration with the related organizations and institutions.

3.Organization

1. The chair of the committee is assigned to the President.
2. The committee members are otherwise laid down.
3. The committee may have subcommittees to achieve specific operations.
   The organization and commission of each subcommittee is otherwise laid down.

4. Period

The period of the committees shall be up to two years from its establishment. However, after the evaluation of the activities and the clarification of the new issues at the board meeting, and the deliberation at the General Assembly , the period may be extended by one year base.
