1. Tasks of director libraries

  1. General Affairs: Organization and operation of the Association and liaison and coordination between other Japanese organizations
  2. Human Resources: Education and training of staffs
  3. International Affairs: Works for international operations
  4. Scholarly Information: Works for scholarly information resources

2. Main activities of the committees

  1. Committee on General Affairs
    • Main activities
      • Carry out planning of the organization, operation and publicity of the Association, and planning and deliberation of the JANUL Award.
    • New activity plans/Priority issues
      • Evaluate the activities based on the implementation guidelines of the Regional Associations Promotion Project.
      • Examine the future of the General Meeting and so on.
  2. Committee on Human Resources
    • Main activities
      • Carry out activities that are necessary for a systematic cultivation of the staffs whom the national university libraries need, and examinate the treatment of library staffs.
    • New activity plans/Priority issues
      • Carry out the Management Seminar and the JANUL Symposium, and Examine the future of these activities.
      • Implement the Overseas Training Project.
      • Consider a proposal for the personnel policy of library staffs based on the result of a survey of library organization and personnel policy.
  3. Committee on Scholarly Information
    • Main activities
      • Consider the issues of scholarly information media, systems and services which are still more increasing and diversifying in order to collect, supply and preserve scholarly information (except electronic journals) uninterruptedly and stably.
    • New activity plans/Priority issues
      • Make an advocacy action to promote understanding to the repository.
      • Hold a symposium that discusses the mandate of open access to research results.
      • Submit a request from the Association to NII (demanding to go on the NII Institutional Repositories Program and the human resources development program, such as a training course, to educate administrators of repositories).
  4. Ad Hoc Committee on Reform of Scholarly Information Distribution (FY2009 to FY2010)
    • Main activities
      • Consider the issues, for example construction of a new model for the contract of scholarly and electronic journals, and reform of the scholarly information distribution in order to collect, supply and preserve scholarly information, such as scholarly and electronic journals, uninterruptedly and stably.
    • New activity plans/Priority issues
      • Enhance the organization by the cooperation among the consortium members.
      • Formulate a new contract model alternative to the Big Deal.
      • Maintain the backfiles in a strategic and systematic way.

      1. How to deal with the rise in electronic journal prices: consider from the viewpoint of researchers.
      2. Roles of library and the system to collect, circulate, leverage and disseminate the scholarly information within the campus.
    • Management Seminar
      A new way of thinking of university library managers.

4. Hold a JANUL Symposium

    East: Kanto or Tokyo region
    West: Kinki region
  3. Theme
    Strength and weakness of university library staffs: discuss the core competency.

5. Hold a symposium on Reforming Scholarly Information Distribution

Report and discuss the efforts on the issues about the introduction of e-journals and the status of the reform of scholarly information distribution, such as the construction of institutional repository, and examine the future policy.

Explanatory meeting will be held at the regional level if necessary.

6. Publish materials to promote and advocate the institutional repository

7. Grant the activities of the regional associations

Grant the excellent operation plans of the regional associations so as to activate the regional activities.

7. Overseas training

Recruit overseas trainees based on the revised guideline and send the selected trainees to overseas.
