1. Tasks of director libraries
- General Affairs: Organization and operation of the Association and liaison and coordination between other Japanese organizations
- Human Resources: Education and training of staffs
- International Affairs: Works for international operations
- Scholarly Information: Works for scholarly information resources
2. Reform and Main activities of the committees
- Installation of the Ad Hoc Committee on Reform of Scholarly
Information Distribution (FY2009 to FY2010)
Integrate the organizations related to electronic journal, and
install a ad hoc committee newly that specializes in the matters of
electronic journal. Working Group for the Reform of Scholarly
Information Distribution is abolished.
- Main activities
- Construct a new model for the contract of scholarly and
electronic journals and examine the issues of the reform of
scholarly information distribution in order to collect, supply
and preserve the scholarly information such as scholarly and
electronic journals smoothly and stably.
- Unify the Committee on International Scholarly Communication with
the Committee on Scholarly Information
The Committee on Scholarly Information takes responsibility on the scholarly
information distribution which ware took responsibility by the Committee on
International Scholarly Communication.
- Reform of the Committee on Scholarly Information
As result of the item 1 and 2, revise the operations of the Committee on
Scholarly Information.
- Main activities
- Examine the issues on the increasing and diversifying scholarly
information media, systems and services in order to collect, supply
and preserve the scholarly information (except e-journals).
- Committee on General Affairs
Continue to be standing.
- Main activities
- Planning of the organization and operations of the Association, and
planning and deliberation of the JANUL Award.
- Committee on Human Resources
Continue to be standing.
- Main activities
- Planning and carrying out of educational programs for training national
libraries staffs, and examination of treatment of library staffs.
3. Hold a Director's Forum and Management Seminar

5. Hold a Workshop on Reforming Scholarly Information Distribution
Report the efforts on the issues about the introduction of e-journals and
the status of the reform of scholarly information distribution, discuss
and examine the future policy.
Explanatory meeting will be held at the regional level if necessary.
6. Grant the activities of the regional associations
Grant the excellent operation plans of the regional associations so as to
activate the regional activities.
7. Short-term overseas training
Sent the following two people to the United States for eight days to investigate
the use of the planning and review of the library services in the US.
