The Project Team discussed with NII on a new payment system of interlibrary photocopying charges proposed by NII and sent two documents titled as "About payment of interlibrary photocopying charges after the corporatization (an notice)" and "About an proposed operation of NII for payment of interlibrary photocopying charges" to the member libraries.
In response to comments and questions of the member libraries on the documents above, the team made a decision to hold an explanatory meeting. The explanatory meeting to the liaison libraries of the nine Regional Associations was held under the joint auspices of NII on September 1 and each Regional Association held the explanatory meeting with their member libraries in the beginning of September.
The Project Team answered questions from member libraries after the meeting and opened "Q & A" webpage on the JANUL website.
The Project Team sent a questionnaire, titled "About ILL services at the end of FY2003 and in FY2004", to the member libraries in order to seek to smooth changeover of ILL services from the end of FY2003 through FY2004 and opened the result on the JANUL website on February 27.
"Preparing the ground for facilitating interlibrary use of the scholarly information resources" was accept at the Board meeting in October 2003 and the preparing the regulations relevant to ILL was operated. The Project Team made the following three regulations relevant to ILL assuming ILL among public and private university libraries as well as national university: Regulation for Inter-Library Loan between University Libraries (proposal); Guideline for Inter-Library Loan between University Libraries (proposal); Manual for Inter-Library Loan between University Libraries (proposal). These regulations were sent to the director library of each regional association and the Board libraries to request a inquiry at the general assembly of each regional association. (These regulations is scheduled to deliberate as the proposals of JANUL at the general assembly of Japanese Coordinating Committee for University Libraries in late July, 2004.)
The Project Team was established in October 2002 to resolve temporary and common issues among national university libraries before and after the corporatization. The Project Team discussed the payment of interlibrary photocopying charges as a issue of special importance and informed the new payment system of NII and how to respond before and after the corporatization to the member libraries. Furthermore the team made the regulations assuming ILL among national, public and private university libraries. The Project Team think that the team will be cease its activity because the team achieved their initial aims and that it should be establish the another committee as occasion to resolve common issues as corporations.
