FY2002 Activity Report of the SPARC/ISCA Project Team

1. Response to the International Scholarly Communication Initiative (SPARC/JAPAN)

See the "Proposed Operational Plan of the International Scholarly Communication Initiative (SPARC/JAPAN)" for the outline of this project.

(1) Participation to the preparatory meetings, etc.
• Meetings with the National Institute of Informatics (NII)

  • Participants in this matter of ANUL and NII held a meeting on August 12, 2002 at University of Tokyo Library.
  • The outline of SPARC/JAPAN which NII and MEXT Information Division are planning to incorporate into the FY2003 budget request were explained by NII.
  • NII sought assistance in participating all the wary in SPARC/JAPAN, especially developing business models for electronic journals prepared in Japan and supported by SPARC/JAPAN, promoting the use and sales these journals to the universities and university libraries, and doing advocacy to researchers in Japan. ANUL was agree with this request in principle.

• 1st preparatory meeting

  • Held on December 26, 2002 at NII. Representatives of NII, the Japan Science and Technology Agency (JST), the Business Center for Academic Societies Japan and two academic societies, and Prof. Tutiya, Mr. Kyodo, Mr. Hiramoto and Mr. Tochitani from ANUL attended this meeting.
  • A prospect that the budget of a hundred million yen for this operation would be appropriated was reported.
  • Discussed on the organization system to carry out the operation, the concrete activities, the schedule and so on.

• 2nd preparatory meeting

  • Held on February 21, 2003 at NII. The attendants ware almost same as the previous meeting (Prof. Tutiya and Mr. Kyodo attended from ANUL).
  • Discussed on the organization system, the activity plans and the immediate schedule.
  • The revised schedule of J-STAGE was reported.

• 3rd preparatory meeting

  • Held on March 12, 2003 at NII. The attendants ware almost same as the previous meeting (Prof. Tutiya and Mr. Kyodo attended from ANUL).
  • The progress of the operations, such as an explanation of the outline of the operation to MEXT, a discussion on the mutual cooperation with SPARC/USA was reported.
  • Discussed on the application guidelines for supporting academic journals, how to support, the problems of J-STAGE and so on.

• Joint meeting with the people concerned in academic journals in Japan, the SPARC/ISCA Project Team and the Taskforce on Electronic Journals of ANUL

  • Held on March 24, 2003 at University of Tokyo Library. The representatives and people concerned in the Business Center for Academic Societies Japan, the Zoological Society of Japan and the Chemical Society of Japan, and members of Taskforce on Electronic Journals and SPARC/ISCA Project Team were attended.
  • Discussed mainly on site license models for electronic journals.

• 4th preparatory meeting

  • Held on March 27, 2003 at NII. The attendants were almost same at the previous meeting (Prof. Tutiya and Mr. Kyodo attended from ANUL).
  • The response to the request for improving J-STAGE was reported by JST. It was confirmed that the launch plan for the service of J-SATGE 2 and the operation plan of SPARC/JAPAN should be adjusted.
  • Discussed on the prospectus of application and the proposed application guidelines.

• 5th preparatory meeting

  • Held on April 11, 2003 at NII. The attendants were almost same at the previous meeting (Prof. Tutiya and Mr. Kyodo attended from ANUL).
  • A explanation to MEXT on April 8 was reported.
  • Discussed on the preparatory issues to start the operation, such as the schedule for the explanation to candidates of board members, what business consultant should be, the proposed application guidelines.

• 6th preparatory meeting

  • Held on April 23, 2003 at NII. Prof. Tutiya attended from ANUL.
  • A explanation to MEXT on April 18 and an observation tour to JST were reported.
  • Discussed on what business consultant should be and the proposed application guidelines.
  • Future plans: 1st board meeting will be held in the end of June. After that, an explanatory meetings for SPARC/JAPAN will be held.

(2) Participation to the field study in foreign country

3. Future Schedules

(1) Response to SPARC/JAPAN (NII)

  • Formal participation to the Board and Steering Committee of SPARC/JAPAN

    President of ANUL will be a member of the Board of SPARC/JAPAN and Assistant President Tutiya and two more members of the Ad-Hoc Committee on International Scholarly Communication will be members of the Steering Committee of SPARC/JAPAN.

  • Discussing with the concerned organizations, such as academic societies, the Business Center for Academic Societies Japan and JST to develop business models for electronic journals prepared in Japan and supported by SPARC/JAPAN. (Discussing on the concrete introducing contracts in cooperation with Taskforce on Electronic Journals.)


  • Carrying out advocacy activities in collaboration with NII.

    • Holding symposia and lecture meetings, etc.
    • Carrying out the propaganda to researchers in universities.
    • Setting up the SPARC/JAPAN website (sharing the role with NII).

  • Conducting a trend survey on international scholarly communication (sharing the role with NII).

(2) Response to ICOLC

Continuing to delegate attendants to the meeting in cooperation with the Japanese Coordinating Committee for University Libraries.

(3) Response to ISCA, etc.

Investigating international trends in this field not limiting to ISCA, such as "Open Access" and "Institutional Repository" and responsing them accordingly.
