1. Status of Project Meetings, etc.

2. Activity Overview

(1) Status of participation in the GIF project

Because of the launch of the book loan service, the number of participants has been still more increasing and totals 93 libraries of 85 Japanese organizations (60 libraries of 52 national universities, 2 libraries of 2 public universities, 28 libraries of 28 private universities, and 3 libraries of 3 inter-university research institutes) and 37 libraries of 33 North American universities as of April 12, 2004. After October 2003, 6 libraries of 6 Japanese organizations and 1 library of 1 North American university were newly participated in the project.

(2) Status of participation in the book loan service

The book loan service was launched on August 1, 2003. The number of participants totals 37 libraries of 36 Japanese organizations (30 libraries of 29 national universities, 7 libraries of 7 private universities) and 18 libraries of 18 North American universities. After October 2003, 8 libraries of 8 Japanese universities and 1 library of 1 North American university were newly participated in the service.

(3) Korea-Korea ILL/DD Project

(i)Discussion about connecting with KERIS (Korea Education & Research Information Service)

In response to the proposal from a representative of KERIS in July 2003 to discuss the realization of ILL between Korea and Japan, the GIF Project Team had a meeting with NII to inquire the status of system development at NII and the progress of the discussion with KERIS on September 8. The team presented KERIS with items for confirmation to start a discussion for connecting on October 31, 2003. Because we reached basic agreement, we planed to hold the Korea-Japan ILL/DD Project Meeting to discuss more details.

(ii)Korea-Japan ILL/DD Project Meeting

The Meeting was held on December 16, 2003 at NII attended Ms. Chandie Kim, Ms. Ji-yeon Kwon, and Mr. Gye-yong Ahn (KERIS) from Korea and Professor Syun Tutiya, Assistant to the President of ANUL and members of the GIF Project (ANUL), Mr. Yoshiro Kato, Chief Executive, Keio University Library (Coordinating Committee of Japanese University Libraries), Professor Akira Miyazawa and staffs in NII. Concrete activities plan and schedule of the Korea-Japan ILL/DD Project were discussed.

First it was confirmed that this Korea-Japan ILL/DD Project was the second stage of the GIF. Then the both sides reached basic agreement on the following matters: searching methods of holding; fees of photocopying; lending policies; scope of the participations; scope of the services. The details of the test and provisional operation of the services were also discussed. The works would be carried forward after a written agreement about the result of the discussion.

(iii) Operational test and provisional operation

The project will be operated based on the linking system between KERIS and NACSIS conforming the ISO ILL protocol as the US-Japan ILL/DD Project because this project was ranked as the second stage of the GIF. The linking system will not have been developed by May 2005. So the team think that it is good for us to operate provisionally for about one year. The team continues to coordinate a timing to start the provisional operation around June 2004 after the search system to KERIS holding database is completed by NII. Furthermore we plan to perform an operational test before the provisional operation.

The term "provisional operation" is what is seen from the system side, and it plans to have the conditions which can usually be carried out as business including the payment on the aspect of practical use.

(4) Holding a GIF Workshop

The Ad-Hoc Committee on Education Program held the GIF workshop to improve the skill of international ILL staffs on December 11 at Tokyo and December 19 at Kyoto. The GIF project members attend the workshop as lectures and explained the current status and the future of GIF and the points to note in GIF operations based on the investigation of the cancel data.

51 people at Tokyo and 39 people at Kyoto were attended.

(5) Published the 2nd edition of the GIF Guide (OCLC edition)

The GIF Guide was revised taking consideration of the launch of the book loan service, the experiments of one year operation of the document photocopying service and requests of the ILL staffs. The details of the revision included adding pages for the book loan service and describing actual examples as much as possible for the ILL staffs' reference.

(6) Opened the Z39.50 target information

The target information of the OPAC having Z39.50 (ISO23950) server function were opened as a field of the lending policies on February 18, 2004. The target information of 9 Japanese and 14 North American OPAC are now opened.

(7) Held a discussion meeting with the Chair of NCC
A discussion meeting with the old and new Chair of the NCC was held on February 9, 2004. Ms. Toshie Marra, East Asian Library, UCLA replaced Ms. Satie Noguchi as the Chair of the NCC but Ms. Noguchi continues to take charge of the GIF. In the meeting, the status of ILL after "the Japan- US joint meeting on the evaluation of the document delivery service" was discussed.
