University reform and the way of university library after the corporatization
Purport

National universities were corporatized and 89 national university corporations started their operations all at once this April. In order that each corporation may accomplish its middle target and middle plan, it has performed or prepared not only the reorganization of its office organization but also the reorganization of its education and research organization.

In the case of the university library, integration with the sections called not only intramural information-related organizations but research cooperations, international affairs, and regional cooperations was performed by the university office organization reorganization in the meantime. Moreover, many examples for which a vice president or a director serve as a university librarian are seen.

From a viewpoint of mission execution of a university library called management of the stock and flow of scholarly information, this symposium arranges the merit by new organizations, such as the efficient system formation by unification of information systems, electronic accumulation and dissemination of research works and realization of the international exchange of library activities, and also examines the important matter for not stopping at a mere organization substitute.

Moreover, as an information station in the Internet world, university library has received new requests in addition to the conventional services, such as a role of a infrastructure of international scholarly communications, cooperation with local communities for the cultural promotion, the response to university evaluation accompanying the corporatization, and positive information dissemination to the public. On the other hand, the severe financial situation of a university is asking for restriction or reduction of the number of the staff. Some universities have already performed or are planning the introduction of outsourcing to the library and reservation of talented people by the operating system, such as junior teaching assistant and library internship, which served as economical support and social training of students in order to compatible in the organization management by the severe staff and the correspondence to a new request. The university library management after the corporatization is considered including the meaning of the movement toward reservation of these talented people, the effective practical use method, and the direction of the development.

The purpose of this symposium is to follow up the last fiscal year in front of the corporatization and to examine how to promote the organization and management reform of university libraries, and library activities in the new information strategy of university taking account of the whole university reform and the new movement of libraries toward talented-people reservation.
